the crowds have gathered outside of Randy Shaw’s Tenderloin Housing Clinic, to the right, and all of them are here for dope, which is supplied by residents inside the building. They are camped out against neighboring businesses like Passion Cafe, to the left, and they are there all night long until DPW and the police come by around 8am. Many of them are already housed
This is a containment zone within a containment zone, and every nearby resident and business is affected by it and some have already closed because of it. This is why it won’t matter how many businesses are coaxed into the area, because this will never go away until Randy Shaw is gone, and people like him who also run containment zones downtown
Mid Market and parts of the Tenderloin are a containment zone that is paid for by the City and County of San Francisco. Millions more are poured into the area to attract business, but no matter how many business get here, it will still look like this, until this problem is recognized and addressed
so far, it’s been completely ignored
these people are up all night, and they’ll be sleeping in their city paid SRO during the day while your working, and will return as soon as it gets dark again

He can start with the Tenderloin Housing Clinic whose documented mis-management includes: A) Failure to Fully Disclose Assets: GAAP requires that donated property be recorded at fair value. THC received property assessed at $20 million but failed to report this as an asset. B) Non-Compliance with Reporting Requirements for Federal Grant Recipients: specifically with OMB Circular A-133. C) Control and Significant Deficiencies in Internal Controls over Financial Reporting, as: 1) Significant Deficiency for the Modified Payment Program (MPP) Bank Reconciliation: the THC is not able to generate a detailed list of funds within individual client accounts that make up the balances in the MMP bank and corresponding MMP liability accounts. 2) Significant Deficiency Noted for Rent Rolls and Property Management: the THC does not prepare “rent rolls” …for any of its master lease hotels/apartments . The THC receives most of its almost $100 million in City funding to mange SRO’s but clearly cannot do or just isn’t doing the job if it can’t track individual client account and doesn’t keep rent rolls. Also, each of the THC’s grant contracts with the City require THC to submit their unaudited financial statements 60 days after the close of the fiscal year. THC has not done so for several years. Maybe the THC is too busy with other things like politics and the City-funded Tenderloin Museum. Mayor Lee’s lack if interest in the job as an elected official may make him immune to the influence of Randy Shaw and the THC’s LLC, BeyondChron. The THC is not too big to fail and has failed already. Set up an emergeny, transparent receivership for the THC, investigate, and take action now.
