The examination is objective and systematic, generally using structured and professionally adopted methodologies.

sometimes called a managerial audit that examines much more closely how and why the money is spent. More likely to answer questions like why did so many people get fired recently and why are managers quitting in protest of THC’s policies?

this is a good example of how detailed these things can get. A normal audit probably isn’t good enough to find out why THC continues to have so many problems, why problems like The Mission Hotel festered for 3 years before anybody noticed. How much money out of the THC budget is being used to settle lawsuits. Even their own managers have sued THC but it’s usually settled and not public info. A managerial audit might be able to answer that

if the supes can get a report like the one on the DPW going with THC, there’s a better chance of solving a lot of issues

If a reporter can find out the names of five different crack dealers at one hotel in under a day, then why can’t the managers do it? Is it ignorance, incompetence, or a matter of unofficial policy to ignore it?
