this is one of the owners of the new Passion Cafe on 6th street. He’s noticing the crackheads because they’re affecting his customers who park in the alley, and piss and shit on their cars, break windows, etc
he doesn’t know yet that the crack being sold out there comes from right next door, in a Tenderloin Housing Clinic building
the real cruelty of this is, not only is the management of THC well aware of it, and can easily fix it, but chooses to ignore it
