This is also related to a recent <a title=\"federal lawsuit holding the city accountable for nuisance\" href=\"https:\/\/www.bluoz.com\/blog\/2012\/03\/08\/how-to-really-clean-up-mid-market-and-the-tenderloin\/\">federal lawsuit holding the city accountable for nuisance<\/a>. This is related to a 2010 article on then police chief George Gascon describing the Tenderloin as a <a title=\"containment zone\" href=\"https:\/\/www.bluoz.com\/blog\/2010\/06\/03\/why-the-tenderloin-will-never-change\/\">containment zone<\/a>. In 2010, San Francisco had an estimate 4000 drug addicts. Here&#8217;s the letter they wrote before they left in 2020<\/p>\n<p><a href=\"https:\/\/www.bluoz.com\/blog\/wp-content\/uploads\/2023\/07\/Screenshot-2022-04-08-033711-argentum1.jpg\"><img decoding=\"async\" src=\"https:\/\/www.bluoz.com\/blog\/wp-content\/uploads\/2023\/07\/Screenshot-2022-04-08-033711-argentum1-150x150.jpg\" alt=\"\" \/><\/a><a href=\"https:\/\/www.bluoz.com\/blog\/wp-content\/uploads\/2023\/07\/Screenshot-2022-04-08-033738-argentum2.jpg\"><img decoding=\"async\" src=\"https:\/\/www.bluoz.com\/blog\/wp-content\/uploads\/2023\/07\/Screenshot-2022-04-08-033738-argentum2-150x150.jpg\" alt=\"\" \/><\/a><\/p>\n<p>Also, a member of the Central Market Community Benefits District <a title=\"recently testified\" href=\"https:\/\/x.com\/auweia1\/status\/1775579395006267524\">recently testified<\/a> that surrounding city subsidized SRO residents are causing problems around 6th and Market<\/p>\n<p>This Tenderloin doom loop was described back in 2011 during the <a title=\"Twitter tax break hearings in 2011\" href=\"https:\/\/www.bluoz.com\/blog\/2011\/03\/18\/bulldog-bites-randy-shaw-at-city-hall-twitter-hearing\/\">Twitter tax break hearings in 2011<\/a><br \/>also on <a title=\"Civic Center Blog\" href=\"https:\/\/sfciviccenter.blogspot.com\/2011\/03\/twitter-tax-break-and-randy-shaw.html\">Civic Center Blog<\/a><\/p>\n<p>With this quote by H Brown<br \/><a href=\"https:\/\/www.bluoz.com\/blog\/wp-content\/uploads\/2023\/07\/GVS1zKobsAELpmU-h-brown-rtandy-shaw.jpg\"><img decoding=\"async\" src=\"https:\/\/www.bluoz.com\/blog\/wp-content\/uploads\/2023\/07\/GVS1zKobsAELpmU-h-brown-rtandy-shaw-150x150.jpg\" alt=\"\" \/><\/a><\/p>\n<p>The Tenderloin downzone doom loop started in the 1980&#8217;s with the goal of preserving housing for low income tenants, but over time has become corrupted and completely skewed from it&#8217;s original intent. This centers on two laws from that era, the SRO Demolition Ordinance and a planning commission code limiting height in the Tenderloin area. Both of these are linked <a title=\"here\" href=\"https:\/\/www.bluoz.com\/blog\/2011\/12\/13\/randy-shaw-tourists-are-a-nuisance\/\">here<\/a><\/p>\n<p>In 2011, the writer of these two laws, Randy Shaw, spoke at the San Francisco Board of Supervisors and <a title=\"bragged about downzoniung the Tenderloin\" href=\"https:\/\/www.bluoz.com\/blog\/2011\/03\/18\/bulldog-bites-randy-shaw-at-city-hall-twitter-hearing\/\">bragged about downzoning the Tenderloin<\/a>. This was followed by H Brown saying that Randy Shaw has displaced the original working poor in Tenderloin SROs and replaced them with addicts. This is because Randy Shaw and other non profits contract with the San Francisco Department of Homelessness and Supportive Housing which has a policy of prioritizing addicts for these SROs. Randy Shaw admits this in his <a title=\"own blog\" href=\"https:\/\/twitter.com\/auweia1\/status\/1620434447832350721\">own blog<\/a> and also admits developing this policy prioritizing addicts. This means that the intent was not to preserve low income housing as has been claimed , but to replace low income working people with hardcore drug addicts from around the country. Update, a recent SFPD report in 2024 says that <a title=\"91% of arrested drug users in SF are not from SF\" href=\"https:\/\/x.com\/incitafusio\/status\/1842012267287871744\">91% of arrested drug users in SF are not from SF<\/a><\/p>\n<p><!--more--><\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.bluoz.com\/blog\/wp-content\/uploads\/2023\/07\/Screenshot-2023-03-14-082906-remain-non-sober.jpg\" alt=\"\" \/><\/p>\n<p>The large scale replacement of low income people with hard core drug addicts is now described in a <a title=\"lawsuit involving the Granada hotel at 1000 Sutter\" href=\"https:\/\/x.com\/auweia1\/status\/1771317383585796546\">lawsuit involving the Granada hotel at 1000 Sutter<\/a> charging there is a long term business plan to replace low income tenants with more profitable supportive housing tenants which are all primarily hardcore substance abusers, which has been <a title=\"the primary stated mission of supportive housing non profits since at least 2001\" href=\"https:\/\/x.com\/auweia1\/status\/1764247458488742026\">the primary stated mission of supportive housing non profits since at least 2001<\/a>. The highest vacancies in San Francisco are now in the Mid Market area, in the middle of these maps. Vacancies are now at 45% <a title=\"according to research\" href=\"https:\/\/sfstandard.com\/2024\/05\/02\/the-mid-market-faithful-life-inside-san-franciscos-office-dead-zone\/\">according to research<\/a> This happened <a title=\"despite the 2011 Twitter Mid market tax breaks\" href=\"https:\/\/x.com\/auweia1\/status\/1858258605956616456\">despite the 2011 Twitter Mid market tax breaks<\/a><\/p>\n<p>In his new book The Least of Us, author Sam Quinones posits that <a title=\"meth contributes to urban decay\" href=\"https:\/\/x.com\/Porter97977215\/status\/1828389446871314664\">meth contributes to urban decay<\/a><\/p>\n<p>San Francisco&#8217;s 2004 homeless 10 year plan specifically says that the goal is to house people in the Tenderloin primarily those with <a title=\"chronic substance abuse problems\" href=\"https:\/\/x.com\/auweia1\/status\/1810415775741788549\">chronic substance abuse problems<\/a>. In fact, San Francisco officials claimed there was a <a title=\"voter referendum to convert Care not Cash into Housing First\" href=\"https:\/\/x.com\/auweia1\/status\/1783973224214380817\">voter referendum to convert Care not Cash into Housing First<\/a> when there wasn&#8217;t. The original 10 year Plan is located <a title=\"here\" href=\"https:\/\/x.com\/auweia1\/status\/1702352877891817566\">here<\/a>. Another <a title=\"2006 article says the same thing\" href=\"https:\/\/x.com\/auweia1\/status\/1711790099611144536\">2006 article says the same thing<\/a>. The city&#8217;s own <a title=\"2009 landmark study on SROs\" href=\"https:\/\/x.com\/auweia1\/status\/1126963213654872064\">2009 landmark study on SROs<\/a> admitted the city&#8217;s own polcies concentrated chronic substance abusers into SROs which were almost all in the Tenderloin and SOMA.
