The audit clearly isn\u2019t a triumph for Newsom \u2026 despite what the Mayor\u2019s flacks are saying and the press is repeating. But the audit doesn\u2019t doom Care Not Cash either. Care Not Cash might actually be a worthwhile program \u2026 what it needs to do is get its ass in gear, track its human results, and then get a real audit, an independent one. The kind that talks to more than 5 people.<\/em><\/p>\n

Indeed, talking to more than 5 people wouldn’t be that difficult if you had the time. The audit doesn’t include the large number of evictions<\/a>, and all you would have to do is use those addresses on a reverse address lookup<\/a> and call them up yourself and asked them about Care not Cash.<\/p>\n

another suggestion, but more expensive, is to send questionnaires to each building addressed as ‘occupant’ with a self addressed return envelope. You wouldn’t even need the name, just the room numbers<\/p>\n

the city can’t do a simple thing like that?<\/p>\n

\nIt goes against federal guidelines for supportive housing<\/a> and is a recipe for disaster as so many of the past posts here have shown. Allowing working people to inhabit the SRO’s, even in small percentages, would stop much of the mayhem, for the simple fact that working people wouldn’t stand for that crap, and many CnC people wouldn’t even attempt it. It literally creates CnC ghettos and containment zones. Randy Shaw, head of Tenderloin Housing Clinic, may not realize how hypocritical he sounds when he himself rallies against containment zones<\/a> when he himself runs 14 containment zones within a larger containment zone. This type of policy also spills out into the general public creating a clamor to shut down SRO’s all together<\/a>. This backlash wouldn’t occur if some working people were allowed to rent SRO rooms like they used to be able to.

\nWe love this article… The bottom line on all of these programs is:
\n1. They WERE NOT DESIGNED BY THE PEOPLE THEY SERVE.
\n2. There is no detail ACCOUNTABILITY and PERFORMANCE MEASUREMENT to SEE where each dollar, each minute and each rsource is going and what the result is, on a clear, per person, per day, per program, per contract, per dollar basis.
\nSo, without these two crucial, mission critical elements effectively non-existent, it fosters an environment with lots of room to deceive and play with the numbers, but none of the housing and homeless programs work (according to the National Coalition on Homelessness) unless they are designed and managed by the people they serve with transparent accountability all the way through the delivery of services to the clients.
\nCare Not Cash may have worked better if they (HOT Team, HAT Team, SRO Task Force) had the proper funding which INCLUDES preventive and cost effective mental health and general health care to insure the people we are taking care of are taken care of well.
\nWithout adequate funding for both safe, long term affordable housing AND all the other SRO’s and transitional units and shelters (after reform and elimination of the lack of accountability in each of these types of spaces) we will repeat the cycle of ‘shuffling’ people from place to place and keep being charged excessive costs all around (leases above mkt, that are DIVES that spread abuse, harm, disease and theft) without any real case management.
\nWe’re talking qualified (degreed, highly skilled, licensed) and quantified case management with standards. Not just a person that isnt’ even up to par on ‘what’s available’ let alone do much besides pass around lists for housing, around and around.
\nThe way this City’s been not keeping track leaves everyone guessing about basic issues that should be readily available and transparent.
