I&#8217;ve been sentenced by the Board of Supervisors?. Sheesh, and I never even got a trial<\/p>\n<p><em>This program at an extraordinarily low cost has brought conservatively 350<br \/>\nvacant units (and overall 800 units) onto the real estate market because the<br \/>\nhotels that had been leased prior to this did not maximize the permanent<br \/>\nresidency,\u00b2 stated Randy Shaw of the Tenderloin Housing Clinic, to me in an<br \/>\ninterview as he discussed some of the strategy that was involved with the<br \/>\ndevelopment the Master Leasing program.<\/em><\/p>\n<p>This hotel, The Seneca, did not maximize permanent residency because they wanted to keep the crackheads out. It wasn&#8217;t until the Patels bought it that that happened<\/p>\n<p><em>Before both the dot.com boom and surge in the economy, hotels such as the<br \/>\nJefferson had charged rents which were tied to the income that a person<br \/>\nreceived from General Assistance or other fixed income. Since 1997, however,<br \/>\nall of the residential hotels in San Francisco had begun to charge<br \/>\nunaffordable rents and the housing shortage had tightened. Hotels were no<br \/>\nlonger accepting referrals \u2039 the prevailing system at that time \u2039 due to the<br \/>\nrent increases. Out of this dilemma was born the concept of a Master Leasing<br \/>\nprogram. <\/em><\/p>\n<p>Not the Seneca, nope. The Raynals never accepted referrals from anywhere. They chose everybody who entered the building. They didn&#8217;t charge extraordinary rents at the time either, nope. They just didn&#8217;t let crackheads in is all. I&#8217;m guessing the Raynals were the exception, compared to the other hotels that got taken over<\/p>\n<p><em>The Master Lease program went through intense scrutiny as part of the budget<br \/>\nhearings. There were many concerns by members of the community and<br \/>\ncommunity-based organizations which forced the Coalition on Homelessness to<br \/>\nrequest Board of Supervisor President Tom Ammiano to place money in reserve<br \/>\nthat had been earmarked for a Master Lease program at the Hartland Hotel,<br \/>\nthe first Master Lease program to come on line.<\/em><\/p>\n<p>intense scrutiny..hmmm, yeah, I can understand why, yeah yeah. And I still got sentenced to Master Leasing!<\/p>\n<p><em>I am glad that there have only been five buildings to sign on at this<br \/>\npoint,\u00b2 stated Paul with an expressionless tone. \u00b3The access is not broad<br \/>\nenough to satisfy the Coalition on Homelessness. If you are not able to go<br \/>\nto work, for example, you cannot access these hotels.\u00b2 It seems the policies<br \/>\naround the Master Lease program are not yet satisfactory<\/em><\/p>\n<p>Huh?..well this quote is 7 years ago. There&#8217;s an awful lot of people here who are not working, hang out all day in the lobby, all night.
