I recently had a discussion about medical pot here in SF with a well known pot activist and the basic premise was the possibility of intruding on the rights of non smokers nearby. I have nothing myself against medical pot, and I smoked myself for many years. I once had a neighbor 6 years ago who had advanced AIDS, weight 90 pounds at 6ft, and I would help him get it, as that was about the only way he could keep food down, so I've seen that myself. But I don't remember him smoking it where it filled up the common areas either.
it just seems it has to do more with common courtesy along the lines of having designated smoking areas like cigarette smokers do, where non smokers can at least move a little down the street, you know?
update, here's a somewhat related recentrecent study for those who like to bust out the hukka bowl the size of a Volkswagen
I suppose we agreed to disagree, then again, well, it goes something like this

THC screamers vol1
Here's an example of something that's been going on for years
the reason why they do this is because the Tenderloin Housing Clinic management refuses to call on the phone. It's not because they can't, it's because they won't. So what happens is all nearby residents, business, and everybody else in a 100 meter radius has to listen to this, day in and day out. Most residents have a phone, and if they don't, there's a lifeline phone for around 10 bucks. But Randy Shaw must make at least 90,000 a year, but can't supply a simple phone system to avoid basic things like this
as a result of policies like this set by Randy Shaw, and failure to enforce simple house rules, Rand Shaw has to appeal to other agencies to help bail out problems he himself has created in the first place. And again, it's not because he can't fix the problems himself, it's because he won't
Or, how Tenderloin Housing Clinic contributes to the decline of a neighborhood via incompetence

mis assigned blame vol1
welcome to BeyondBeyondChron, project museum of mis assigned blame
in this issue we have Randy Shaw blaming the redevelopment agency for everything from wasteful spending of tax dollars to keeping drug dealers in the neighborhood
"Third, the Redevelopment Agency stopped listening to the community and adopted a “We Know Best” approach. The imaginative and forward-thinking Agency staff who were involved when the Earthquake Recovery Area was created in 1990 were gone.
Agency staff began acting like Soviet bureaucrats following order from Central Command. And these instructions were to do nothing on 6th but fund nonprofit affordable housing, regardless of the Agency’s original stated goal of creating a mix of incomes on the street.
This meant that anti-crime measures were out, despite the Project Area Committee (PAC) voting to fund such programs. It also meant that promises to create a mix of incomes were ignored, as the Agency sought to confine the poor to the narrow stretch along 6th.
This sounds a lot like Tenderloin Housing Clinic itself, home of BeyondChron, where everything from tenant policy down to the lowly pizzas is dictated by acentral committee, Randy Shaw himself, regardless of what he says on his blog. speaking of confining the poor to a small area >
"Concentrating nonprofit and low-income housing on 6th Street led to the Agency’s third broken commitment: the revival of area businesses. The Agency’s failure to provide housing for the non-poor denied businesses access to a customer base with disposable income. The elected PAC urged Agency staff to provide at least some mix of moderate income housing on the street, but the Agency never did.
With 6th Street residents unable to support businesses, the successful ventures on the street are the after-hours clubs whereby young hipsters from outside the neighborhood come on to 6th after midnight. This hardly represents the type of neighborhood-serving businesses that the Agency claimed it would bring to the community."
nobody does a better job than Randy Shaw of failing to provide housing for non poor, or working people. If you are a working person, come down and see for yourself. Apply at 34 6th Street for an apartment. You will never, ever, ever be able to get housing here no matter how much you beg for it.. Basically, whatn you have to do is quit your job, become homeless, start doing drugs, and then you can get housing here
Who's fault is that?..Not the redevelopment agency. Nope, not for this building. The blame lies solely on Randy Shaw himself who ONLY allows people on Care not Cash to come in here.
As far as I know, there is no actual law that prevents Tenderloin Housing Clinic from allowing people with jobs to rent here.(because if there is, there's a bigger problem than people realize)) This is purely a policy choice made by Randy Shaw for his benefit, and everyone else' detriment. The exact same thing he's accusing the redevelopment agency of doing, he's doing himself even more so
Second, the Delta Hotel fire in August 1997 left the key 6th and Mission corner vacant for the next several years. This opened the door for the return of the drug activity around the hotel, a problem that negatively impacted the entire area.
It's now 10 years later, the Delta Hotel is now operated by Tenderloin neighborhood Development Corp, is now a clean safe place with very few if any drugs in front or even in the hotel
contrast this with Tenderloin Housing Clinic, where just yesterday there was a big undercover sting right in front this building, almost in the lobby(crack of course), including THC residents getting arrested (care not cash)
more hypocritical bullshit from Randy Shaw

this was from the back of the room. I didn't know there is a balcony, so maybe next time from there and maybe it will sound better

Civil Grand Jury - Entertainment Commission
Did you know you can locate legal forms on the web? You can locate information on US passport forms and federal tax forms as well, so sign on and see what we mean.
-----------------------------------------------------------------------------------------
the media has largely been silent about this. Remember the Club Six Controversy?

This report released July 9, 2007 and mentions Club Six specifically, among others. It is available in PDF from the Grand Jury website and also on this blog
among the findings
"The Civil Grand Jury observed that the Entertainment Commission does not follow recognized operational procedures, what in the private sector would be called "good business practices." It has no institutional method in place for devising and stating its goals for the coming year, developing actions by which those goals can be met, measuring the success of those actions, correcting where gaps in accomplishment are identified, and following up on those corrections. "
"For much of the Commission's history, when permitted clubs have been irresponsible in their conduct, the Entertainment Commission has engaged in minimal effort to enforce a return to responsible conduct"
"The staff is too small to handle any responsibilities other than facilitating the permit process for clubs and places of entertainment. "
"The Commission adopted a "good neighbor policy" on April 14,2004. A statement of the policy is given to all club owners who apply for a Place of Entertainment (POE) permit. However, it is unclear whether the Commission has enforcement authority if a club owner does not comply with the good neighbor policy. At least one member of the Police Department voiced his opinion to the Civil Grand Jury that the good neighbor policy is a sham, generally because the Commission has no teeth to enforce it. Certainly, the number of complaints about entertainment venues at the Commission's twice-monthly hearings suggests that the good neighbor policy is of questionable effectiveness."
definition of clusterfuck
"In its investigation, the Civil Grand Jury found that the Commission staff believed it could not take any action without first receiving police incident reports and they never were received. Further, it is the assertion of Commission staff that such a letter from a police captain cannot even be brought to the attention of the Commissioners unless, and until, the incident reports backing them up are received. Therefore, having received no incident reports, no further action was taken. The Captain states emphatically that no such request for incident reports was ever made to him by the Entertainment Commission. "
"Finding A.7.a. The Commission's record on mediating disputes between persons affected by entertainment events and the organizers of those events is not what it should be due at least in part to the communication difficulties between the Commission and the San Francisco Police Department.
> Recommendation A.7.a. The Entertainment Commission and the San Francisco Police Department must develop more effective means of communication.
> Finding A.7.b. The Commission does not follow its standard office procedures for processing incoming mail and faxes, transmitting them to tbe attention of the Commission, and, after action, appropriately filing them.
> Recommendation A.7.b.l. So that a letter of such importance will never again be mislaid for a month, the Entertainment Commission must develop office procedures so that letters and faxes that have been sent are actually received, accounted for, read, acted upon, and filed.
> Recommendation A.7.b.2. The staff of the Entertainment Commission must, as a matter of standard operating procedure, bring such important correspondence to the attention of the Entertainment Commissioners promptly without waiting for backup police reports.
> Recommendation A.7.b.3. The San Francisco Police Department must submit incident reports to the Entertainment Commission as a matter of course any time they request action by the Commission against venues with Place of Entertainment permits. The practice of automatic delivery of police incident reports related to permitted clubs to the Entertainment Commission is a practice that should be adopted widely in the San Francisco Police Department.
RESPONSE REQUIRED FROM: Entertainment Commission San Francisco Police Department (60 days)"
we could actually do that? oh my
"> Finding D.4.a. There is a widely held perception that the Entertainment Commission does not have legal enforcement powers despite Administrative Code's sec. 90.4 (c) specific grant of the power to "suspend, revoke or withdraw entertainment-related permits." Why this perception exists remains a mystery. It does however create a self-fullfilling prophecy: if you think you can't do something, you won't do it.
9 Recommendation D.4.a. The Civil Grand Jury recommends that the Entertainment Commission be given the authority to cite permitted nightclub owners who break the law. Granting the power to issue such citations to the Entertainment Commission however must not stop the San Francisco Police Department, with its greater manpower and resources, from also issuing such citations.
As for the larger question, as to whether the Entertainment Commission has "teeth" or not, the Commission's suspension of Zebra Lounge on March 20,2007, and of Club Six on June 5,2007, may be the beginning of its greater use of its powers. It remains to be seen how much of the original vision reflected in the Administrative Code's chapter 90, written in 2002, is realistic in 2007 and beyond.
> Finding D.4.b. The Civil Grand Jury is impressed with the recent suspension hearings of the Entertainment Commission for clubs with multiple violations of noise and health & safety laws.
> Recommendation D.4.b. The use of suspension and revocation powers given to the Entertainment Commission in Administrative Code, chapter 90, section 90.4(c) must be used to punish club owners with multiple violations, as well as serve as a deterrent for other potentially problematical entertainment venues.
RESPONSE REQUIRED PROM: Entertainment Commission
San Francisco Police Department (60 days)
and on and on it goes.

THC police stats vol1
this is all the phone calls made to police for May and June of 2007. Average about 3 per day, sometimes 5-6 a day. This is for one single building of 300 units under Tenderloin Housing Clinic (Care not Cash). I might be able to get comparisons in the future, but I've been told this far exceeds even the homeless shelters from where many of these people come from

here's the code that came with it

meanwhile, here's what the THC executives are doing about it
yep, pianos and baseball, while the police have become the de facto social workers. They have to, because THC isn't...well, you know
she was running around the halls naked and screaming the other night. No, I'm not uploading that part. And the very next morning, she's back again.

countdown to next surreal episode, 3-2-1
update, check out the comments on the Chrons story on GG Park
astounding amount of comments there, and it is directly related to this. It seems to me this is the voice of the rest

Board of Supervisors July 17, 2007 complete
This might be easier for people to view. It's split into 6 parts, each about 90 minutes. If you spoke at this meeting or there's any clip you want made, I can do that. I just need to know which part and the time. I can also burn this on dvd in both WMV and divx AVI formats for viewing on standalone players like the Philips dvp5140.

Daly motion denied
this is during the epic Board of Supervisors meeting Tuesday July 17, 2007. Daly makes a motion to delay/reduce $700,000 from the police department. This motion met with silence and Daly walked out
this has been reported in the Chronicle and on SFist
part 1. Dalys motion gets denied
update, two more videos.. first, Dufty chides Daly and supposedly during this time, is where Daly and Dufty have this hassle. Ok, I see Daly hunched over somebody on his right..Is that Dufty?..He walks out a beyond the cameras angles a couple times. I'm missing something here, and I'm wondering if this really happened
I have all nine hours of this video and can't find anything remotely like a 'bullying'. Maybe City hall cut it out?
if they did, that would be a bigger problem, IMHO. I need a time sequence to get me closer. 9 hours is too damn much. hehe
Bonus!
Of course, no San Francisco board of supervisors meeting is complete without Walter. Don't know who Walter is?
watch and found out
PS, at some point during this meeting Daly says 'that's big daddy to you' in response to a public comment. I saw this myself, but can't find it. Not easy finding that during 9 hours of tape. If you can get me closer, let me know

pizza ethics
what does pizza have to do with ethics?
well, it seems that this building has a pizza party every once in a blue moon and tenderloin Housing Clinic will buy something like 30 pizzas, and feed the building for day. I've never seen it because it's always during the day.
So anyway, before the pizzas get delivered, the bill has to go back to the main office, where it gets signed off by the big pinhead on campus, randy Shaw. That's right, Randy Shaw himself controls everything right down to the frigging pizzas.
except this last time, a couple weeks ago, the bill came from Dominos. Something like 30 pizzas for 220 bucks or so. The story goes that Randy Shaw gets the bill and flips out saying he's not going to support a chain that supports right wing causes. (* me thinks he was referring to this urban legend)
So anyway, Shaw decides he's nopt going to do this and instead tells his staff to get Extreme Pizza instead, I guess because they're morally acceptable. Except Extreme Pizza was almost double the price, and the bill went over 500 bucks for the same 30 pizzas
but what happened is the cancellation didn't go through fast enough, and BOTH pizza companies ended up delivering here at the same time.
What Randy Shaw doesn't know, because he hasn't even been to his own building in over a year, is there is a pizza place that moved in to this building 6 months ago. Mythic Pizza moved in here despite being delayed for over a year because of incompetence of the very same Tenderloin Housing Clinic, and Randy Shaw, is still in business here despite have continual problems from residents of this very same hotel under the very same Randy Shaw (see further down this section)
Is Mythic Pizza ethical enough?..gee, I dunno, but the poor owner sure has put up with a lot of shit from THC residents, so it seems to me that ought to be choice number one, aside from the simple concept of supporting neighborhood business. Delivery time?..oh, about 5 seconds. Prices? It's competitive, cheaper than Extreme, that's for sure. I bet Saad might cut a deal, who knows? But Saad was watching all this happen with Dominos and Extreme and thinking 'wtf'?
Yeah, I'd say 'wtf' too
but more important, this is yet again public money that is being played with here and it's not Randy Shaws choice to make. It's YOUR choice to make, you know, the taxpayers who actually pay for the stuff?
If Randy Shaw wants to go political with pizza, then maybe he should come up with his own personal tax forms and see if the public agrees with that too...eh?
