So, as an attorney for the T.H.C., in some cases the agency needs to evict someone to make the building safe for the other tenants, at the same tiime he's available for most tenants to talk about their difficulties in their S.R.O., what their rights are, where they may go for assistance and directly, in providing assistance to these tenants.

so on the one hand, Randy Shaw and THC and Hogarth are advocating for the homeless while perpetuating a high turnover rate and one of the highest eviction rates in the city
